[b]Bonjour to all of you out here.

So, I see some Hand Pan's on Ebay, been told to stay away from them. Give some advise as to purchasing a sound and well made HP. Give me as much info as all of you can. I love this instrument.

There are now 100+ makers in the world. Those who make good ones easily find customers. Lesson 1: if it's on eBay, on a big online shop or sold by a professionnal reseller, 99% of the time it's low quality (bad maker, cheap asian handpans from Bali or Vietnam...) - because the'yre the only ones available for them! Or if it's second hand on eBay, Craigslist or else it's usually overpriced--if it's not a scam!

It's best to buy straight from a maker, preferably relatively local as it will make things easier for you: no shipping to get it or if you need a retune.
So, next question, what's your budget and where are you located?

"Give me as much info as all of you can": nobody is a full time free teacher, so it's better if you ask precise questions.
